SBL-KHAS is the HRD Corp Claimable Courses scheme. Its full name is Skim Bantuan Latihan Khas. Under it, the employer pays no course fee in advance. HRD Corp pays the provider from the levy, after it approves the claim.
Who This Is For
HR executives who see “SBL-KHAS” on a quotation or a course page. Also finance staff who record the training cost.
What SBL-KHAS Means
- On e-TRiS, the scheme name is “HRD Corp Claimable Courses: Skim Bantuan Latihan Khas”. (HRD Corp Grant Helper, page 7)
- HCC is the main HRD Corp scheme to retrain and upskill workers for business needs. (Allowable Cost Matrix guidebook, January 2026, page 4)

- HRD Corp pays the course fee to the provider after it approves the claim. (Allowable Cost Matrix guidebook, January 2026, page 4)

This list comes from the scheme description. (Allowable Cost Matrix guidebook, January 2026, page 4)
Example: Reading a Quotation
Take an HR executive in Johor Bahru who gets a quotation for a two-day course. It says “HRD Corp Claimable Course (SBL-KHAS)”. The grant application goes on e-TRiS before the class. The company pays nothing to the provider. The fee comes from the levy after the claim.
Common Mistakes to Avoid
- Paying the provider in full before the class. Under this scheme, HRD Corp pays the provider.
- Thinking “claimable” means automatic. The grant needs approval before the training starts. (HRD Corp: HRD Corp Claimable Courses)
- Forgetting that the fee comes from your own levy balance. Check the balance first.
Try It This Week
Open your last training quotation. Find the scheme name and the course fee. Check your levy balance on e-TRiS against that fee.
