A provider is right for an HRD Corp claim when it passes seven checks. Check the registration and the trainer first. Then check the documents, the fee and who submits the claim. This post gives you the seven checks and where to verify each one.
Who This Is For
HR and purchasing staff who compare training providers. Also managers who approve the training budget.
The Seven Checks
| Check | What to Ask | Where to Verify |
|---|---|---|
| 1. Registration | Is the provider an HRD Corp Registered Training Provider today? | HRD Corp registration search (Usage of HRD Corp Logo page) |
| 2. Accredited trainer | Is the named trainer an HRD Corp Accredited Trainer? | Circular No. 5/2024, item 3.2 |
| 3. Course content | Is there a course content with a schedule, with dates and times? | ACM guidebook, page 5 |
| 4. Quotation | Is the quotation inside the HRD Corp fee limit for the training type? | ACM table, November 2025 |
| 5. Grant documents | Does the provider send the documents for your e-TRiS application? | HRD Corp Claimable Courses |
| 6. Class forms | Who runs the T3 attendance form and the JD14 form? | ACM guidebook, page 5 |
| 7. Claim | Does the provider submit the claim, so you pay no fee in advance? | HRD Corp Claimable Courses |
How to Run Each Check
- Registration: search the provider name in the HRD Corp registration search. A provider registers for one year at a time. (HRD Corp: Training Providers)
- Logo and words: only a registered provider can use the HRD Corp logo. (HRD Corp: Usage of HRD Corp Logo)
- Marketing words: a provider can only say “HRD Corp Registered Training Provider” or “HRD Corp Claimable”. (HRD Corp: Usage of HRD Corp Logo)
- Trainer: since 1 January 2025, a trainer needs accreditation status to train under HRD Corp. (HRD Corp Training Providers’ Circular No. 5/2024, item 3.2)
- Ask for the trainer’s HRD Corp Accredited Trainer certificate, and check the expiry date.
- Fee: a General Course in-house is up to RM10,500 per group per full day. (Allowable Cost Matrix, November 2025)
- The public class fee is up to RM1,750 per participant per full day. (Allowable Cost Matrix, November 2025)
Warning Signs
- The provider uses other words, for example an old agency name, in its marketing.
- The quotation has no trainer name, or the trainer has no accreditation certificate.
- The provider asks you to pay the full course fee before the class.
- There is no course content with a schedule for the grant application.
Example: Comparing Two Providers
Take an HR executive in Penang who compares two providers for a sales course. Provider A is in the registration search. Its trainer has an accreditation certificate that is valid to 2027. Provider B cannot show a trainer certificate. The HR executive chooses Provider A, and the claim goes through.
How Kognifi Meets the Seven Checks
Kognifi Sdn Bhd is an HRD Corp Registered Training Provider. Each Kognifi course is an HRD Corp Claimable Course (SBL-KHAS). Each trainer profile shows the HRD Corp badge. Kognifi sends the quotation, the training plan and the trainer profile. Kognifi submits the claim.
