In-house or Public Training: Which Claim Fits Your Team

Alaa Rosli · 26 Oct 2026 · HRD Corp & Funding · 2 min read

Find Your Course

An HR officer and a colleague review a training plan in a meeting room.

Choose in-house training when 6 or more staff need the same subject. Choose a public class for 1 to 5 staff. HRD Corp limits the in-house fee per group and the public fee per person. This post gives you a decision table and the numbers.

Who This Is For

HR managers who plan training for a team. Also department heads who ask for a course for their staff.

The Fee Limits for a General Course

FormatHRD Corp Limit, Full Day (7 Hours)HRD Corp Limit, Half Day (4 Hours)
In-houseUp to RM10,500 per groupUp to RM6,000 per group
PublicUp to RM1,750 per participantUp to RM1,000 per participant

The in-house fee is prorated for fewer than 5 participants. (Allowable Cost Matrix, November 2025)

Where the Numbers Meet

Six public seats at RM1,750 cost RM10,500. That is the same as one in-house day. So for 6 or more staff, in-house costs less per person. Kognifi’s in-house day is RM10,500 for one group of 6 to 16.

The Decision Table

QuestionIn-house Is Better WhenPublic Is Better When
How many staff need it?6 or more1 to 5
Is the subject the same for all?Yes, one team, one needNo, each person needs a different course
Do you need your own examples?Yes, your products and casesNo, general practice is enough
When do you need it?On your dates, at your premisesOn a date in the Training Calendar
How early can you apply? At least 14 calendar days before3 calendar days before, until 31 December 2026

The application dates come from the Grant Helper. From 1 January 2027, public classes also use 14 days. (HRD Corp Grant Helper, page 2)

Example: A Sales Team of Eight

Take a distributor in Shah Alam with eight sales staff who need negotiation skills. Public seats would cost eight times the per-person fee. One in-house day for all eight is RM10,500. The trainer also uses their products in the role-plays. They choose in-house.

Common Mistakes to Avoid

  • Booking in-house for 3 people. The in-house fee is prorated under 5, but the group is small. (Allowable Cost Matrix, November 2025)
  • Sending 10 people to public classes one by one. This takes longer and costs more.
  • Applying for an in-house class only a week before. In-house needs at least 14 calendar days. (HRD Corp Grant Helper, page 2)

Try It This Week

List the next three courses your teams need. Write the number of staff for each. Mark each one in-house or public with the table.
